She has a neurological disease called wobblers syndrome. It affects her spine and that is why she walks like that.
Looks like she has some inner ear problems, take her to a vet and have. Her checked for parasites and infection. Her equilibrium is off
I'm guessing she's thinking.. "One step at a time, stairs are very treaterous," Or she just doesn't wanna fall
