Of course, eventually the whole Napier to Gisborne section of the PNGL will have to be rebuilt. No one has ever told us how much it costs to maintain SH2 on the East Coast. The railway, once rebuilt will be much cheaper to maintain than the road. It could easily take four return trains a day, including passenger trains. In the earlier days there was a railcar to Napier and back each day, and two to three return freights as well. A well known trucking company in Gisborne would prefer to consolidate the perishables off their trucks and on to the rail. That produce, despatched at about 5pm each day, can, using the ferry service, be in Christchurch by early afternoon the following day. This would take many trucks of SH2 in the North Island and SH1 in the South Island to the benefit of the condition of those roads and to ordinary motorists in their cars.

I reckon because they've probably only got one crew in doing a primary search which then needs a relief team to take over when primary is done to keep fighting the fire. Then there needs to be a rescue team on standby. If they sent both their ba teams in that requires another rescue team on standby which looks like most of their available manpower.
