  Please watch the video again, the cost for fencing was estimated to be around 5-6m while that of sand filling will cost about 6m too. So, the amount you quoted is for both sand filling and fencing up to the road level.

  The cost of materials is high, Iron rod is almost 3m, the cement costs 8k per bag, and u need almost 200 bags, we have formwork and labor. The higt of the fence will define the number of block.
