That Hadith states that the prophet ﷺ prayed 11 in ramadan and in non ramadan so that hadith applies to tagjjud and not to taraweeh . Caliph Umar (r a) started taraeeeh 20 raka'ah and from another hadith we find that prophet said to follow the sunnah of the companions and caliphs so th ultimate taraweeh is 20 raka'ah

Taravi is not a sunnah. The prophet prayed at night by himself not in a jamat. If you read sahih bukhari you will fond this that there was an incident where the prophet used to go to the mosque to pay at night during ramadan by himself but slowly slowly people started seeing this and joining him then after a few days he stopped coming and came at fajr directly and he said that "i did not come because people will make this like a fard prayer.
