The oil price collapsed in 1988 and that was a bad time for budgetary shortfalls, I was in college then and remember that well, that and previous debts like that which occurred during the Worlds Fair really led to a bleak time ... and did contribute to an exodus of Louisianians leaving the state then, then to top it off... the citizens of Louisiana had another round of politics served to them after Roemer's term... we had a set of wonderful choices in the 1992 upcoming governor's election... Edwin Edwards or David Duke ... its like voting for Al Capone or Adolph Hitler ... ( only in America ... in Louisiana... lol )
