They are water particles from fog. On night vision, the infrared emitter on your camera that allows the camera to see at night lights up the particles and makes them visible to your camera. They are dancing and swirling around like that because they are so lightweight and easily moved by even the lightest breeze. I have them on my cameras too whenever a fog sets in around my neighborhood.

Big tanks on the back are optional external fuel tanks. Big pipe on the back of the turret can be attached vertically to the engine allowing tank to get across river. It acts as air intake and exhaust for the engine. Crew seals itself, its compartment has enough air to sit through river crossing
