No paint will adhere to Polypropylene well, the material is an "oily plastic". Your best approach would be to use autobody paints, and etching primers for plastics and bumpers.

Pretty sure you can't dilute wood stain with water since it's petroleum based.

I usually get both from Amazon but for this DIY, if I remember right, I used an old duvet for the batting!
