Correction, point to note, the white residue on the neos are moss from the cups that dry as well and not necessarily calcium and chlorine residue all the time. Also I refered to the moss hanging from the pergola as sphagnum moss,it's actually spanish moss

Osmocote slow release fertiliser works well. Any fertiliser you use ,make sure it's slow release. If it's not ,it may cause the leaves to grow abnormally long and ruin the shape of the brom.

For the cup, as it's the main area to garner nutrients, I'd stick with fresh water with the toothbrush.

Yes, they can, as long as the medium they are potted in is well draining. They will lose a bit of colour, though.
