  Both sources are correct. The health website says "there is no harm per se" because for humans as such it's not harmful at all. Think about it, babies drink it, we pretty much all drank it when we were smaller, so why should it be harmful for adults? (unless you developed a lactose intolerance, that could be an issue) The first source is just saying "can be potentially dangerous [...] has a communicable disease". So if the woman is healthy then drinking the milk is perfectly healthy as well.
