  There was no need for the most efficient route. Because of higher amount of early kills I had few free steps to waste in my smallest possible steps counter number, so I purposefully got the last enemy encounter on the last steps frame before leaving this room.

  This bot made many mistakes, such as not skipping the undyne cutscene, and also inspecting the dog toy at the movement inspector dog, yet it still absolutely dominated any human record by FAR! That is really cool and I wonder what it could potentially be, since it did in fact make mistakes though they may be minor, the undyne cutscene wasn't minor, easy like 40 second time loss.

  Is that rng manipulation able to be done in normal gameplay? Or is it manipulation as in retrying until you get the best luck? (Also, is there rng manipulation anywhere else in the game, ir just the ruins?)

  Every part of this game contains RNG to a certain degree, starting with amount of steps you walk before you encounter every normal fight. Fights also involve RNG in enemy type and the type and pattern of their attacks, and all of it can be under your control in the TAS.
