  The quiz lacks consistency. Switzerland has a law that says that there is no capital. Everything you expect to find in a capital is found in Bern, so Bern is a good answer. However, in the Netherlands, everything you expect to find in a capital is found in Den Haag. Amsterdam is only the capital because it is ordained by law that it is.

  Switzerland doesn't have a Capital city. The Swiss constitution does not specify any particular city as it's Capital. Switzerland does not recognize any city as it's Capital (de jure). But for purposes of International Affairs and Diplomatic Relations, the city of Bern is used (de facto).

  Bern houses the Federal council of 7 ministers, the Council of States with 2 representatives for each canton, the National Council with 200 representatives, proportional to Swiss population.

  @@dprout3392 A Capital city is any city designated by a Country to be its official seat of Government for domestic and international affairs and is so designated by law or the country's Constitution. A city used as the seat of government does not in itself constitute that city as the Capital unless so designated by Constitution or law.
