I'm not following. What I found was that the z-score for 1.16 is .877, not .377. This changes the entire solution. As a matter of fact, the z-score for .377 shows as -.31. Can you explain this.

good explanation but there are other methods of factoring to attempt before only using the AC-Method and assuming it is a prime polynomial?

What happens if a state has less population than the Natural Quota? If the states automatically get one seat, how do you calculate the Natural Divisor? With the seats remaining to allocate or with all the seats?
