Sergey, in Latvia there is thousands of so called russians who are Latvian residents but without citizenship, because after 90s when ussr collapsed, they stuck in the limbo, they did not wanted to go to russia, but they also did not wanted to Learn Latvian and become Latvian citizens. These are strange people, they refuse to accept that, when they are living in the Country, which has own Language and customs, but also they don't want to go to russia.
