  To sort thru this , you need to do a global scan 1st to see which modules are up(awake) and which ones are down. If all security related modules are up AND you actually replaced ALL modules then you should simply be able to reset security with a decent key tool thru OBD. I suspect you have a key module that is down( no power,ground or bus fault). Also the cluster is part of security on many Global A vehicles, did you replace cluster as well?
