The Local Government Association (LGA) is the national voice of local government. We work with councils to support, promote and improve local government.
We are a politically-led, cross-party organisation that works on behalf of councils to ensure local government has a strong, credible voice with national government. We aim to influence and set the political agenda on the issues that matter to councils so they are able to deliver local solutions to national problems.

Devolution means much more than that. Devolution laws were bound to each European colony and specifies each colony or country will be returned to Indigenies. Please could you consider recording a video re inequalities in local government. For example a lot of councils advertise jobs for over £30k (£40k including on-costs) requiring degree/level 6 qualifications or experience. So person with lower qualifications can get the job and earn the same as professionals who had to study and pass exams. It's a form of discrimination and potentially favouritism despite PSED. People with identical qualifications working in the same section without any managerial duties are in roles a few grades apart with pay difference of £10k. If jobs can be done by people with lower qualifications, shouldn't they be downgraded as the grade theoretically takes qualifications into account? There are instances where an individual got a job without the essential qualification required for the job. Councils have changed over the last 30 years. They used to have many jobs on low grades and a few on high grades, now it's the other way round. There needs to be a scrutiny of staffing pay and structure as it affects taxpayer as well. This level of generosity should not be funded by taxes.

I am the 631st person to watch this video, ten previous viewers have liked it, and one other person has commented on it. If you took the self congratulatory tone of the video at face value, then you might expected that the video would have been viewed by thousands of employees of local authorities and by tens of thousands of small service providers like the charity I work for, only it clearly hasn't. I only heard about the framework today when asked to review some basic figures presented in a 600+ page local authority budget report and I spotted a cast away reference to the TOMs framework. I was amazed at the description of a framework that meets so many of the needs we've been exploring how to document and record our impact against, since the announcement of the Social Value element of government contracts, yet we have never heard of this initiative. Being deeply familiar with the local charitable sector, in a sub-region of nearly 1 million, I bet if I were to pick up the phone and call ten other Operations Managers, from ten different charitable organisations tomorrow I'd probably not encounter a single person who had, meaning the great work done by this team has simply been allowed to become yet another tick box exercise for vast corporations and not penetrated to the smaller providers who truly have a transformative effect in providing social value.
There could be many reasons why the social impact measurement tool is not (yet) being used more comprehensively. I've often seen that organisations get very comfortable with the status quo in terms of KPIs. It takes time, effort and openness to expand and adapt existing systems -- which tend to be largely focused on financial metrics -- to include social, governance and environmental metrics. Someone/some people need to build the business case for that change and lead the change, even when there are clear benefits.
