Your better off buying a raw form of Adam Bomb or Nasty Nick and sending it into PSA
It’s a little suspect of a repack when it’s short by a card, but on the other hand, a blasted Billy left in the pack means it could be a manufacturer error , which did happen back in the day. BB is off center, and depend on glossy back vs matte; and graded vs ungraded.

I cracked open two PSA 9 packs
I just got a 6 on a beautiful darius garland ruby wave which I checked before I sent in. Absolutely no idea as Corners centering and edges were all great. Don't like how there is no accountability with their grades. They should explain as to why on each one.
that's why I like sub grades I can see what they are taken off for
