I worked Assets Protection for target corp. We had 6 elements we had to have before being able to arrest anyone. 1 was selection of item 2) constant surveillance 3) concealment of item 4) bypassing all points of sale 5) was exiting the store. I know sixth had something to do with cases where we would charge for an accomplice. I live in California. However I worked for Best Buy loss prevention as well and they didn’t want us to apprehend the shoplifters. They wanted us to go and make it obvious we know what they are doing by giving them so much customer service. It really limited me. I don’t know if it’s state laws that allow them to be stopped before exiting or store policy. I know that our “elements” for target were store policy.
