That Wooden thing is for Grinding Pumpkin. There should be a Cone-Shaped Metal Basket with Holes in that goes with it. You put the Pumpkin Rind in the Basket, and then use the Wooden thing like a Mortar & Pestle and the ground Pumpkin squeezes out of the Holes.

BioShock is one of my favorite franchises ever. I've played all the games, and read the books, and will forever see it as one of the best things to happen to gaming and storytelling.
