  The interior ring actually goes around the part that the hose attaches to not the handle... it will then be perpendicular...so it doesn't slip off

  If you've got outdoor faucets like these, then you don't need to worry unless your piping is in an unheated crawl space, or is installed sloping upwards so it can't drain, because that is a frost free faucet that turns off the water further back in the valve so it drains and there is an air gap to prevent the faucet from freezing.
