  The owner told me that this is located in Pontiac, Michigan. The main elevators used to be Cavinder and they were modernized in 1990 by Bluepuptweet Elevators. They were modded in 1996 by Montgomery KONE. The service elevator was installed in 2003 by Northern.

  They are both in the wrong. First and Foremost, like the Rider said, Public Roadways. If this indeed is a Public Roadway, then yes, he can ride on it and be on it no problem. But on the other hand, flip siding the situation, Riding is a PRIVILEGE (not a right) and part of having access to this Privilege is being safe and abiding by all the rules of the road. Stunting around on the public roads is not only illegal but also disrespecting the Privilege of Riding. So, both the Rider and the Confrontational Dude are in the wrong here. Dude should be minding his own business and Rider should be practicing stunts on private property.
