  Cheap misers that runs the track are so cheap that they make you bring your own electric / Generator.

  Yep, it's out in the boonies. We ran Legends there once years ago. You passed near Ona Speedway on 64 (Milton Exit). WV's only asphalt circle track that I'm aware of. Ona was on the Cup circuit back in the day 63, 64, 70 and 71. Davin Scites and TIm Dohm both moved on from Ona in the 90's. How'd you like those WV Turnpike tolls and the click click, click click....?
