  Yeah the ammo comes from Far Harbor the commonwealth traders are supposed to start having the ammo once you get to far Harbor but I can never find a good amount

  Decently so, with 10 luck the odds of getting it first try is 2% I got it second try with 5 which works out to about a 1% chance
