You could just as well ask why flamewalls don't clear garrisons if any fire should count. :) But when clearing, the dragon tank does blast its stream of fire *directly* into a window and the flames flush through and out the others.

Yeah you're right. It's because I used screen capture in OBS rather than 'game capture'. I though it'd be fine but I guess not. My apologies.

There was a quite big community on 1.06 in 2008-13.

Not everyone switched to the newer version, some disliked some of the changes, so in order not to split the community a lot went back to the old patch.
