i found that dessert pav might be the better alternative for solo hu tao. she's not gonna make use of the anemo damage buff but let's be honest so does shimenawa's atk buff, but in dessert pav it doesnt drain her energy so you can still burst and still get the 40% charged and normal attack buff

the problem is accessibility, since pavilion is not in the strongbox and the second set in the domain is more niche. just by virtue of time, most people are going to have a lot better shimenawa pieces than pavillion, and even if you farmed it for wanderer it's not likely that you'll have two good sets or want to swap artifacts around. honestly still a pretty underrepresented set considering how well it can perform on even non-anemo characters, but for practicality reasons it'll be a very specific use case especially if you can dodge well.
