Hi vanessa if i have already done the training, it says that the strike will expire on feb 2024, will i be able to apply for monetization before feb 2024? im planning to start my channel.

If it is a copyright strike you have to wait the 90 days. For the community warning I would proceed and apply for the monetization. A human will review your channel when you meet the requirements. If your offense was minor they would probably proceed. If not you may have to wait. The worst thing that will happen is they will turn you down and you will just have to wait.

my training has been completed on january 10th and it is still showing up in my dashboard and i haven't uploaded any videos since then

Mine did disappear after 30 days. i would upload a video (show activity) and maybe it will disappear. Being there doesn't effect our channel. I just hated "seeing" it there LOL
