That's Nu-13 from the Blazblue fighting game series! It's really good! You should see her Final Smash here it's a perfect replication of her Instant Kill from Blazblue, EVEN DOWN TO THE LIP SYNC!

It really is the golden era for smash fans. Brawl modding has gotten to the point where creators can code and animate a model/moveset with the same if not more advanced tech then what Sakurai and his team used. Once rollback is working for brawl and it's various mods it's gonna be very hard to go back to either Melee or Ultimate. Dolphin netplay and brawl mods really is the future.

I’ve heard they plan to eventually add all of Smash Ultimates characters in this mod. The thought of all those characters in Project M is crazy!

There's actually more characters. If you hold L a bunch of characters change (mario becomes Metal Mario, whi has a completely different moveset for example). Also a few characters can change moveset (Samus side taunt changes all of her fire attacks to ice which kill earlier but have fewer combos and more lag)
