Often npc’s do a respawn despite not dying, if they do it in your TS they can move in it. It’s quite common, that maybe happened to the policeman

When you ts with any stand that has ts be it twau or twoh or sptw you get the idea if you were to fight a player the ts would respond normally but if you use it in a npc BEFORE hitting them they can move as well as attack you.to successfully use a ts against a npc you will habe to hit them first.

1:28 because of the update there is now a glitch where if you ts before the npc is active the ts has no effect on them at all but if you punch them or do any attacks to them before you time stop it will work once again.

You should try tw oh vamp, trust me its too op, freeze block breaks if they block and when their block breaks you can do reality overwrite, the full combo or in my opinion:The 1 shot combo, step 1 ragroll them step 2 ts and throw knifes instantly then m1 m1 m1 then freeze then continue m1ing until ts has finished then you do reality over write then m1 and knifes then blood suck thwn when they get up do lighting and gg

u just do not know how to use it, just spam it everytime and u get some free damage even while u are doing m1s or anything. And it stuns the person a bit.
