The song is 迟来的爱 (Chi Lai de Ai) by 李茂山 (Lee Mao Shan). It's really old, from the 80's, but I am just obsessed with it.
Story (based exactly on the lyrics):
Girl (Maki) and Boy (Yamapi) were very good friends. Boy always liked girl but kept quiet about it and the girl never knew. Years went by until Boy gave up on his love and got ready to marry someone else (Masami). This is when girl finally realized she loves him and so writes him a love letter, even though she is fully aware that it is too late. The song is mostly sang from the guy's perspective, who after reading the letter has a lot of internal conflicts.
