Looks like a false tip over sensor . The ECU won't let you start the engine cause the sensor is at a side . It should stay in the middle positon otherwise the ECU will think that the vehicle has fallen to the ground so as a safety messure it won't let you start it to prevent risk of fire and other casualties. It's a standard safety feature across all the two wheelers
