It was a pre-played save file I downloaded from the internet to avoid playing substories for the second time. I'm guessing the person used mods to make them unbreakable.

Afaik weapons like the carbon nunchaku and the steel tonfa will always be infinite durability though it’s attack rating is usually bad

As long as u complete every substory for Majima, u can fight Jo Amon. As for kiryu, complete every substory, and u get to fight So Amon
