I feel like legally you're only gonna get stopped if you live in a major city or you drive like a twat. I live in the countryside with a few small towns and i have had no issue even though my scooter goes 50 and I use all major roads. Just driving safely I feel like is enough to convince a surveying police officer to leave you be.

15mph on the pavement ... get on the road ... you could kill someone who steps out of their drive ... didn't see you slow down at entrances or street corners ,,, what a muppet ... you deserve jail.
