It's a bit more complex than 2k seemingly being lazy. Tattoo artists are the owners of their work, pending it is original and/or the rights haven't been sold. So, if the new design popped up in this game without the artist's consent, both WWE and 2k could be sued for copyright. Even with consent, there would likely be compensation to the artist based on the number of distributions. It's much easier to simply omit that and just use what WWE/The Rock already owns such as the original bull.

Because people complain that it's NoT fun. That's why we don't have chain wrestling, rest holds anymore. We used to be able to do moves/irish whips without having to tie up before hand too. Graphics might as well look like Fight Forever.
