That door is not for flooding, but it's on a ferry where they have 2 floors for cars, the upper one just has a function to be lifted even higher, perhaps if the 2nd floor is not in use, or to create space for larger vehicles like trucks

The thing with the high-up door on the wall was probably because there was another floor, but it had to be taken down. They just didn't get rid of the door. That happened in a building in my town in Vermont.

It’s storage and when they need anything they get stairs on wheels to get to it. My old church had one.

There are (now) roundabouts in america. My parents were shipped an instructional video about how to use them like 15 years ago or so. It's hard to say they help traffic. People don't drive very well in them, and it makes crossing the street more complicated.

The reason the door was placed high is because if the ferry gets busy they can take another level down from the roof to hold more cars

That door on the wall could be used for escaping a flood. The fire exstinguisher could be used for like if there is a fire start up a flood. If there is still some fire left then get the fire exstinguisher.
