Probably it's a fancy name for solid glass, or a composite of glass and carbon fiber, built with high performance, top notch resin, glass is MUCH less likely to break even under the most extreme conditions, while it lacks on all other levels. A mixture of both fibers will give a mixed result, stiffer and faster than glass, but still way harder to break then carbon, yet not nearly as fast and sensitive as pure carbon, especially when compared to high module carbon, which then again is more likely to break then lesser module carbon.
