There's three possibilities. First is there's a costume shop that has a huge variety of costumes and big selection of costumes that he rents the costumes from and buys the ones he rents frequently. Second is he just has a giant collection of costumes that he buys from different costume shops worldwide. Third is he makes the costumes himself
