How to take ground and vcc from dip switch?.

I am confused. With the NOT gate, is the LED supposed to be on when the switch is off and off when the switch is on?

he's using a pull up resistor so the inverter is basically taking ground as input that's why the led turns on. pull up resistor inverts the on to off. notice there is a parallel connection from 0 Volt(between resistor and switch) to 7004 input when switch is on.

Nope. 1=0, 0=1. To make it work like that change the things connected to switch 1. Connect resistor to ground and upper wire to Vcc instead. Easy fix!
