The infrared should be fine ! I remember there were some software running on macOS 10.6 that allowed to send and receive files with a usb IR dongle.

Get an old laptop with irda and run Microsoft Active Sync on it or if not Windows CE services i think it's called think there's arsing around involved with ActiveSync though as none USB connections are done by com port numbers

i have a cassiopeia a-11a in excellent condition and functionality, i want to replace the screen with an android cell phone or replace it with raspberry without changing the exterior, and use the keyboard that it already comes with i'm searching the internet but no one does this so i think it's very complicated

Depends what it is. If it's really small scale stuff, usually about 3x the cost of material + shipping. I charge a lot more for custom design.
