I actually got one of these as a kid, I got the one that was a 2 headed dalmatian called "Fi-Do." One head had 3 eyes and one ear with a collar that said "Fi", while the other head had one eye and 3 ears and had a collar saying "Do." I gotta say, it was..pretty interesting.

I do remember really wanting these as a kid. There was a place that specifically sold beanie babies in my town and baseball cards and stuff and I remember them having a plethora of these as well I would go and look at them and Marvel at how cool they were

No, because it's not. Pikachu is much more well known than Raichu, so it makes sense for them to make a Pikachu knock-off. Although the ears look like Raichu, the colouration (especially the cheeks) points towards it being Pikachu
