No here the US cities are over run with homeless camps. Humans live on the street. The tax payers who paid for them are now at the point of homelessness themselves. At least this guy was able to buy some land and do what he wants with it. No the US does not care for the homeless and the population of homeless continues to grow. USA takes care of the homeless population? No it does not. USA does not take care of any citizens.
