Honestly that's probably one of the best explanations I've heard. The next best explanation in universe is it just wasn't made for blasters, which is pretty stupid. But, the idea they were made to be effective, but couldn't keep up with heavily modified weapons is actually a reasonable argument. Regular people wouldn't have the combination of resources and knowledge to make such extreme changes to their weapons, but the rebellion and high-class bounty hunters and smugglers would know how to do this and would have massive incentives. Regular people would also be scared to try for fear of their weapons blowing up if done wrong, but yet again the "heroes" don't have to worry about that quite so much.

A lot of this is down to the heroes having plot armour - in this respect Rogue One was a far more realistic portrayal. So, too, was the stormtrooper assault on Tantive IV. As far as we know they lost just four men, all but one shot at very close range.

I want to know why their armor cant stop arrows in RotJ. I realize the Ewoks were originally going to be Wookies, but that still doesn't really excuse the armor failing against stone arrows...

They're tough as nails

What I don't get is how their armour is also bested by sticks and stones and heck kicks. As shown by Ewoks in ROTJ and Chirrup in Rogue One.

Stormtrooper armour was designed for a different type of conflict of open large scale battles with high levels shrapnel and glancing shots. The Galactic civil war was mostly smaller engagements with direct blaster fire to the upper torso or the head as the main threat. Hence why the armour seems useless. Regarding their policing role they are a good reference to colonial type police forces like the RIC/RUC they were once a very effective fighting force but over time got lazy and complacent. By the time of the films and tv shows their effectiveness had long disappeared. The modified blasters was an effective counter measure against storm trooper armour hence why the they appear to be terrible regarding armour the empire apart from Moff Gideon faild to upgrade the storm trooper armour. Mandalorians are another force that are highly effective against stormtroopers hence why the Arc Pulse Generator and the E-Web heavy repeating blaster cannon was created and why pro imperial Mandalorians like Gar Saxon switched to Plastoid armour

First time here and just want to say, the Stormtroopers are under order to capture the rebels ALiVE. That's why their aim is bad (also plot armor) but the main thing is Vader's orders to capture them not kill.
