Depends on your profile. if you have high scores and recent yog then it should not impact much

A bunch of program directors has made it clear that if U.S. graduates haven't aced all the necessary steps by rank day, they won't be on the ranking list. Now, if you're an international medical graduate (IMG) without a certificate, program directors might be even more jittery about it. Some programs might be cool with interviewing you in that situation, but chances are they'll want that certificate in hand before they finalize their ranking decisions. It's like they want all the paperwork squared away before they make their final choices.
