Why only February has 28 days

Why does February have 28 days? Why not 30? Or 31? Of all the months of the year, February is the only one to not have 30 or 31 days. Since the time of the Romans, February has had 28 days, and why do we still keep February at 28 days? -(except when it's 29.)

Now this is some top tier english
Take a day from January and March. This way, we will then have 4 thirty day months in a row. Then, take 1 day from May and July, and apply those to September and November. This way, all the 30 and 31 day months are grouped together.
This also half-explains why the etymology if the last four months doesn't match up (August and July were moved without the consideration of the month name's roots)
