I think Narendra Modiji not going to SCO summit may have more to do with China than with the US. It should be noted that Modiji is going to go to Russia for a state visit in less than a month. Furthermore, the West sees the BRICS as a much bigger threat than SCO. So Modiji going to BRICS while skipping SCO is hardly going to please the West if at all. On the other hand, recently there was a US delegation which included Nancy Pelosi who came to India and also visited the Dalai Lama much to the chagrin of China. So Modiji not going to SCO could have something to do with it as well as part of continuing to keep pressure on China.
