Actually the Machop from the in-game trade has a 100% of being female. It must have been put in the game solely to use against Whitney's Miltank.
To beat Whitney in HeartGold, I had to use Pidgeotto and spam sand attack until it's accuracy was so low it literally couldn't land a single attack. Cheap AF, but it works.
There's actually more than a 50% chance you started will be male. All started Pokemon in every generation have a gender ratio of 87.5/12.5, which means only 1 out of every 8 starters is female. That's why Miltank having Attract is one of the jerkiest, trolliest things a Gym Leader has ever done.

Actual scientific fact: Whitney's Miltank is so strong because it was baptized in a Satanic ritual using the tears of orphans.
Whitney's Miltank belongs in Dark Souls.

My female Geodude Garnet made Whitney look like Youngster Joey.

I actually liked how strong Whitney is. It's a challenge I was perfectly willing to figure out how to beat. I really dislike how so many people think Normal type Pokémon are either boring or uninspired. Normal type Pokémon have only one weakness, which isn't that common in early game. I actually won my first playthrough of SoulSilver with a Miltank. I even surprisingly beat Chuck without even using potions.

It took me FOREVER to beat Whitney, and I ONLY beat her because I was able to teach my Quilava rollout, and because her Miltank's rollout MISSED.
Miltank has low Sp. Def, so what I do to defeat her is train my Mareep I caught into Flaafy and buy the Thunder TM and teach it immediately.
How to win all Pokemon games
In my playthrough i just used my pidgeotto and spammed sand attack, making her miss the rollout, never giving her a chance to buff the move as the fight went on, i also started using leer agains't her, since she was missing every single move i could drop her defense to minimum and then just use any move to one-hit KO her ...TAKE THAT!
