Our issue is that our water is hot then cold and repeat. I can hear the pipes rattling and know that the water is about to get hot. It changes every 5-10 seconds. This started about 2 months ago and makes taking a shower almost impossible. The newest thing is we have super water pressure that came from out of nowhere. Someone told me that one of the reasons could be that the water company is working working nearby and turned off the water in that particular area. What do you think?

There could be several issues going on. There are 3 things that lead to almost every plumbing problem in the home. 1st is Age, obviously as things become old they naturally break down. If your shower valve is older, or your water heater is older this could be cause #1. 2nd is the Condition of the water, this one is a huge factor in all plumbing if you have hard water or corrosive chemicals it could break down faster, parts made of plastics or rubber. These rubber parts or sometimes nitrile, are what usually controls the flow or lack there of in all fixtures. 3rd and probably the least known about is pressure. Excessive pressure on fixtures can have serious issues. This can effect everything in the home with water to it. All fixtures have a pressure rating of less than 80PSI with the exception of your water heater. This also has a limit though of less than 110PSI. Excessive pressure can really destroy stuff. There is a requirement in all newer homes to have a Pressure Reducing Valve (PRV) installed. If your home is newer it maybe that this valve is bad. If its older your home might not even have one. This is why newer building could cause issues to an existing home. If your main is being turned on and off the steadiness of pressure could be effected and with out this valve or with a bad one this could have an effect. Now I don't expect you to know how to check all these things as you've not been trained. I would start with the age if its old replace the cartridge, and or water heater. If you still have issues. Have a professional test your water condition and pressure if you know you don't have a PRV get one. If you do have one it may not be working. Hopefully this shed some light on your question.
