Just think in different countries exist standards for industries which are make carbon footprint. Why it is impossible to make inspection and audit in plant for implemenet good standards about carbon print. Think possibly exist problems with property owneships for this producing plants, thats why become problematic to regulate technologies and equipment. If will be clear understanding who is owner and with who exactly implement standards, then it will be much more easier to control climate change.
