Just recently started rise and towards the end of high rank, so I presume that this is exclusive to master rank but how do you get the green wire bug charges? Is this something that I can achieve before getting to master rank or is it exclusive to master rank?

The counter peak skill is found in the base game, I don't remember if it appears from the beginning of the game or if you must obtain it. Utsushi gives you missions that unlock skills for weapons but in case you don't know you can also obtain a skill (for each weapon) by crafting and upgrading weapons in the forge. Regarding the green wire bugs, that is an ability called “wind mantle” and its effect is that it reduces the wire bugs cooldown while you do not holster your weapon. Wind mantle is a skill obtained in Sunbreak and is from a monster that takes a while to appear (I don't like to spoil so I won't say which one).
