Ownership in general is a European concept, however if you cannot protect your property or enforce your ownership claim, is it truly yours. Currently any one of a number of countries could take from Africa whatever they want because African nations do not have technological sufficient militaries, satellite communications, or logistic infrastructure.
They became subdued when they failed to keep God's comments. Also, they sold blacks into slavery. They are paying for their sins against God.
