Did you forget that frieza only trained only for 4 months and managed to catch up to goku's level in the resurrection f saga? Jiren has also been training ever since he was a kid when he met his master, it took goku and jiren their whole life to achieve their current power in the ToP arc while frieza at that time barely even trained, and you know what's funny? The reason why he got slightly stronger in the ToP arc is just because of imagining killing goku nonstop in hell, he barely even trained yet he's this damn busted already. So, jiren does have a good potential, but nah, frieza just has a wayy better potential i mean come on, in only 4 months he reached goku's ssjblue level (even managed to surpass it by a little) and he already has god ki that time, which literally took goku his whole life and he only needed 4 months to catch up to goku.
