Kim Jong Un was studying in Berne, Switzerland. Every highschool student has to speak French, Italian, German and English. That is a requirement of every single student in the Swiss school. system. He may speak it fluently also so don't fooled!

I'm Asian too and had to learn English. I also took up some units of Spanish in college. If you are not constantly talking to someone in that language you are not going to be familiar with another language, much less be fluent in it. English is easier to learn because its in the media. Kim jong un probably knows English but is not fully confident in his skills. I wouldn't enter a high stakes negotiation too without a translator.
